Kathmandu (Pahichan) June 9 – One of the Philippines most popular destinations for gay tourists, Cebu, has just passed an important anti-discrimination ordinance.<\/h2>\n<\/header>\n

Cebu joins the city\u00a0Mandaluyong as recently passing\u00a0an ordinance to protect the rights of LGBTI people from discrimination, the latest in a\u00a0slew of local laws\u00a0passed across the country.<\/a><\/p>\n

Mandaluyong\u2019s anti-discrimination\u00a0ordinance<\/a>\u00a0\u2018prohibits such discriminatory acts as denying or limiting employment-related access; denying access to public programs or services; refusing admission, expelling or dismissing a person from educational institutions due to their SOGIE (sexual orientation, gender identity and expression)\u2019.<\/p>\n

It also\u00a0prohibits\u00a0\u2018verbal or written abuse; unjust detention\/involuntary confinement; denying access to facilities; and illegalizing formation of groups that incite SOGIE-related discrimination.\u2019<\/p>\n

The two cities have followed in a line of provinces around the Philippines to enact similar ordinances.<\/p>\n

The latest anti-discrimination measures come at time where pressure is mounting on the Federal Government to pass the SOGIE Equality Bill.<\/p>\n

That Bill would make it illegal to discriminate against people because of their sexual orientation and gender identity expression (SOGIE).<\/p>\n

Last year,\u00a0the bill sailed through Congress with a unanimous 197-0 vote in favor of passing the anti-discrimination measures.<\/a>\u00a0The Philippines first trans congress woman, Geraldine Roman, introduced the Bill.<\/p>\n

But now it is facing an\u00a0uphill battle to pass the Senate<\/a>. Conservative Christian groups have been accused of constantly delaying a vote on the Bill to stop it from passing.<\/p>\n

Philippines is LGBT friendly, but it could be better<\/h2>\n

Advocacy group, Human Rights Watch (HRW) said these local ordinances were important because \u2018LGBT Filipinos, while\u00a0widely accepted\u00a0in Philippine society, still face discrimination\u2019.<\/p>\n

\u2018This is particularly true for\u00a0LGBT students\u00a0as well as LGBT\u00a0people living with HIV, many of whom suffer even more from mistreatment by families,\u00a0employers, or colleagues,\u2019 HRW said in a statement.<\/p>\n

\u2018While the ordinance does not specifically address HIV-related discrimination, most HIV infections in the Philippines occur among LGBT people, particularly\u00a0men who have sex with men.\u2019<\/p>\n

The Philippines has the fastest-growing\u00a0HIV epidemic\u00a0in the Asia-Pacific region. A third of all new HIV infections are recorded in Metro Manila, which includes Mandaluyong.<\/p>\n
