Mr Bolsonaro\u00a0also said he wanted\u00a0\u201cto change the destiny of Brazil\u201d.<\/p>\n<p>The ex-army captain \u2013\u00a0dubbed \u201cTrump of the Tropics\u201d \u2013 has spoken fondly of Brazil\u2019s former military dictatorship and said socialists would have to\u00a0\u201cgo to jail\u201d if he won.<\/p>\n<p>He has also made\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/10\/28\/world\/americas\/brazil-president-jair-bolsonaro-quotes.html\" target=\"_blank\" rel=\"nofollow noopener\">comments in support of torture<\/a>\u00a0and has vowed to appoint military generals\u00a0to his cabinet.<\/p>\n<p>Mr Haddad, who took just under 45 per cent of the votes, promised to fight for human rights and the rule of law.<\/p>\n<p>\u201cWe have the responsibility to mount an opposition, putting national interests, the interests of the entire Brazilian people, above everything,\u201d the Workers\u2019 Party candidate told supporters.<\/p>\n<p>\u201cBrazil has possibly never needed the exercise of citizenship more than right now.\u201d<\/p>\n<figure class=\"inline-media align-none\"><img decoding=\"async\" class=\"i-amphtml-fill-content i-amphtml-replaced-content\" title=\"brazil-election.jpg\" src=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2018\/10\/29\/09\/brazil-election.jpg\" sizes=\"calc(100%)\" srcset=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2018\/10\/29\/09\/brazil-election.jpg?w660 1000w, https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2018\/10\/29\/09\/brazil-election.jpg?w800 800w, https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2018\/10\/29\/09\/brazil-election.jpg?w600 600w, https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2018\/10\/29\/09\/brazil-election.jpg?w400 400w\" \/><\/p>\n<div class=\"caption-wrap\">\n<div class=\"caption-wrap\"><\/div>\n<\/div><figcaption class=\"caption\">Supporters of left-wing candidate Fernando Haddad react to his defeat (<span class=\"scayt-misspell-word\" data-scayt-word=\"AFP\" data-wsc-lang=\"en_GB\">AFP<\/span>\/Getty)<\/figcaption><\/figure>\n<p>International rights groups have expressed concerns about the far-right congressman\u2019s victory.<\/p>\n<p>Human Rights Watch called on Brazil\u2019s judiciary and other institutions to \u201cresist any attempt to undermine human rights, the rule of law and democracy under Jair Bolsonaro\u2019s government\u201d.<\/p>\n<p>Erika Guevara-Rosas, Americas Director at Amnesty International, said Mr Bolsonaro\u2019s victory \u201ccould pose a huge risk to Indigenous Peoples and quilombolas, traditional rural communities, LGBTI people, black youth, women, activists and civil society organisations, if his rhetoric is transformed in public policy.\u201d<\/p>\n<p>Mr Bolsonaro built his popularity on hardline law and order positions. The 63-year-old congressman had vowed to crack down on crime by granting police more autonomy to shoot at criminals.<\/p>\n<p>His campaign also tapped into widespread anger at the political class after years of corruption, an economy that has struggled to recover from a punishing recession and a surge in violence.<\/p>\n<p>Many Brazilians were furious with the Workers\u2019 Party for its role in the graft scheme revealed by the \u201cOperation Car Wash\u201d investigation, which uncovered billions of dollars in bribes paid to politicians via inflated construction contracts.<\/p>\n<p>But Mr\u00a0Bolsonaro\u2019s candidacy also raised serious concerns that he would roll back civil rights and weaken institutions in what remains a young democracy.<\/p>\n<p>He has frequently disparaged women, gays and blacks, and vowed to appoint military men in his cabinet. Mr Bolsonaro has\u00a0<a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/jair-bolsonaro-who-is-quotes-brazil-president-election-run-off-latest-a8573901.html\">a long history of offensive statements<\/a>\u00a0about immigrants, black Brazilians and gay people.<\/p>\n<p>In a speech made last year, Mr Bolsonaro spoke about a black settlement founded by the descendants of slaves. \u201cThey do nothing. They are not even good for procreation,\u201d he said.<\/p>\n<p>Mr Bolsonaro has also repeatedly said he would pull Brazil from the Paris agreement on climate change, but last week he backed off on that.<\/p>\n<p>In Rio de Janeiro, thousands of Mr Bolsonaro\u2019s supporters gathered on iconic Copacabana Beach to celebrate on Sunday night.
