{"id":11306,"date":"2018-11-13T10:55:41","date_gmt":"2018-11-13T05:10:41","guid":{"rendered":"http:\/\/pahichan.com\/?p=11306"},"modified":"2018-11-13T10:55:41","modified_gmt":"2018-11-13T05:10:41","slug":"are-anti-gay-witch-hunts-really-protecting-african-values","status":"publish","type":"post","link":"https:\/\/pahichan.com\/en\/are-anti-gay-witch-hunts-really-protecting-african-values\/","title":{"rendered":"Are anti-gay witch hunts really protecting &#8216;African values&#8217;?"},"content":{"rendered":"<p><span lang=\"EN-ZA\">Kathmandu (Pahichan) November 13 &#8211; On October 29, governor of Tanzania&#8217;s largest city Dar-es-Salaam, Paul Makonda,\u00a0<\/span><a href=\"https:\/\/www.news24.com\/Africa\/News\/tanzania-city-governor-launches-anti-gay-witch-hunt-20181030\" target=\"_blank\" rel=\"noopener\">announced<\/a>\u00a0that<span lang=\"EN-ZA\">\u00a0he formed an anti-gay unit to hunt down &#8220;suspected&#8221; homosexuals. Makonda is an ardent Christian and close ally of Tanzanian President John Magufuli, a traditionalist who believes\u00a0<\/span>&#8220;even\u00a0<a href=\"https:\/\/www.news24.com\/Africa\/News\/tanzania-vows-to-arrest-those-protecting-gay-interests-20170626\" target=\"_blank\" rel=\"noopener\">cows<\/a>\u00a0disapprove of&#8221;<span lang=\"EN-ZA\">\u00a0homosexuality.<\/span><\/p>\n<p><span lang=\"EN-ZA\">The Tanzanian government\u00a0<\/span><a href=\"http:\/\/www.theeastafrican.co.ke\/news\/ea\/Tanzania-government-denounces-Makonda-anti-gay-clampdown\/4552908-4837714-m0w84v\/index.html\" target=\"_blank\" rel=\"noopener\">distanced<\/a><span lang=\"EN-ZA\">\u00a0itself from Makonda&#8217;s latest anti-gay witch-hunt a full five days after it made headlines in local media, by stating that his planned crackdown &#8220;is not part of official policy&#8221;. However, the government&#8217;s belated attempt to denounce Makonda&#8217;s actions hardly diminishes the Magufuli\u00a0<\/span>administration&#8217;s\u00a0long-running<span lang=\"EN-ZA\">\u00a0and<\/span>brutal\u00a0<a href=\"https:\/\/www.news24.com\/Africa\/News\/tanzania-bans-lube-in-crackdown-on-gays-20160722-26\" target=\"_blank\" rel=\"noopener\">campaign<\/a><span lang=\"EN-ZA\">\u00a0against homosexuality and Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals.<\/span><\/p>\n<p><span lang=\"EN-ZA\">Tanzania is not the only African country which has recently started cracking down on LGBTI communities.\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2017\/10\/06\/egypt-mass-arrests-amid-lgbt-media-blackout\" target=\"_blank\" rel=\"noopener\">Egypt<\/a><span lang=\"EN-ZA\">,\u00a0<\/span><a href=\"https:\/\/www.dw.com\/en\/kenya-court-outlaws-anal-exams-in-landmark-victory-for-gay-rights\/a-43094775\" target=\"_blank\" rel=\"noopener\">Kenya<\/a><span lang=\"EN-ZA\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2018\/10\/26\/malawi-arrests-violence-against-lgbt-people\" target=\"_blank\" rel=\"noopener\">Malawi<\/a><span lang=\"EN-ZA\">\u00a0have also targeted LGBTI individuals in recent years. Homosexuality is illegal in 34 African countries and a crime punishable by death in Mauritania, Sudan, Northern Nigeria and Southern Somalia.<\/span><\/p>\n<p><span lang=\"EN-ZA\">African leaders often cite culture and Christianity as reasons for outlawing homosexuality. Uganda&#8217;s President Yoweri Museveni has called gays\u00a0<\/span><a href=\"http:\/\/time.com\/9592\/uganda-president-museveni-homosexuality-disgusting\/\" target=\"_blank\" rel=\"noopener\">&#8220;disgusting&#8221;<\/a><span lang=\"EN-ZA\">\u00a0and labelled homosexuality &#8220;a western import&#8221;. Kenya&#8217;s Deputy President William Ruto has also made his rejection of the LGBTI community public by saying<\/span><span lang=\"EN-ZA\">, &#8220;We will not allow homosexuality in our society as it violates our religious and cultural beliefs.&#8221;<\/span><\/p>\n<h2><strong><span lang=\"EN-ZA\">Playing politics with colonial-era policies<\/span><\/strong><\/h2>\n<p><span lang=\"EN-ZA\">But is homosexuality really a western import to Africa as Museveni claims? And does violent suppression of the LGBTI community really reflect &#8220;African values&#8221;?<\/span><\/p>\n<p><span lang=\"EN-ZA\">Extensive\u00a0<a href=\"https:\/\/www.amazon.com\/Hungochani-History-Dissident-Sexuality-Southern\/dp\/0773527508\" target=\"_blank\" rel=\"noopener\">research<\/a>\u00a0on African sexual practices demonstrates that homosexual relationships have been\u00a0<a href=\"http:\/\/www.hsrc.ac.za\/en\/review\/hsrc-review-march-2013\/sex-in-the-archives-same-sex-relationships-in-pre-colonial-times\" target=\"_blank\" rel=\"noopener\">prevalent<\/a>\u00a0in Africa\u00a0long before the arrival of colonial powers. These studies show that Africans, just like people all over the world, have always had a range of\u00a0<a href=\"https:\/\/www.amazon.com\/Heterosexual-Africa-History-Exploration-Histories\/dp\/0821417991\" target=\"_blank\" rel=\"noopener\">sexualities<\/a>\u00a0and sexual identities.\u00a0Moreover, research indicates homosexuality was not only practised, but also accepted as\u00a0<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2015\/sep\/09\/being-gay-african-history-homosexuality-christianity\" target=\"_blank\" rel=\"noopener\">normal<\/a>\u00a0by communities in Southern Africa.\u00a0<\/span><\/p>\n<p><span lang=\"EN-ZA\">Many anti-homosexuality laws found in Africa today were actually\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2018\/apr\/17\/theresa-may-deeply-regrets-britain-legacy-anti-gay-laws-commonwealth-nations-urged-overhaul-legislation\" target=\"_blank\" rel=\"noopener\">promulgated<\/a>\u00a0by<\/span>colonial governments<span lang=\"EN-ZA\">\u00a0and supported by the growing influence of Catholic and Protestant evangelism and an increasingly conservative and rigid interpretation of Islam.<\/span><\/p>\n<p><span lang=\"EN-ZA\">More recently, there has been a phenomenal upsurge in &#8220;missionarism&#8221; and a significant increase in the number of\u00a0<\/span><a href=\"http:\/\/www.pewforum.org\/2006\/10\/05\/overview-pentecostalism-in-africa\/\" target=\"_blank\" rel=\"noopener\">Pentecostal<\/a>\u00a0churches<span lang=\"EN-ZA\">\u00a0across Africa. Sadly, most Pentecostal and traditional churches promote a fundamentalist reading of the Bible that rejects homosexuality.<\/span><\/p>\n<p><span lang=\"EN-ZA\">As religious organisations gained immeasurable popularity over the years, religious leaders also accumulated substantial influence over politicians. Backed by millions of faithful followers, they have become influential power brokers in\u00a0<\/span><a href=\"http:\/\/www.pewforum.org\/2006\/10\/05\/overview-pentecostalism-in-africa\/\" target=\"_blank\" rel=\"noopener\">Ghana<\/a><span lang=\"EN-ZA\">,\u00a0<\/span><a href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2010\/07\/01\/slain-by-the-spirit?story_id=16488830\" target=\"_blank\" rel=\"noopener\">Nigeria, Uganda<\/a>,\u00a0<a href=\"https:\/\/www.africanindy.com\/news\/church-essential-in-zambias-politics-5549873\" target=\"_blank\" rel=\"noopener\">Zambia<\/a><span lang=\"EN-ZA\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=SZCAQsLlsFk\" target=\"_blank\" rel=\"noopener\">Zimbabwe<\/a><span lang=\"EN-ZA\">.<\/span><\/p>\n<p><span lang=\"EN-ZA\">In a continent afflicted with extreme poverty, economic inequality and hotly contested electoral spaces, policymakers have jumped onto the opportunity of gaining electoral expediency and popularity by simply aligning themselves with religious values and popular religious movements. This allowed\u00a0<\/span><span lang=\"EN-ZA\">religious leaders in Africa to lobby effectively for conservative agendas, including anti-gay policies.\u00a0<\/span><span lang=\"EN-ZA\">This type of religious anti-gay lobbying is particularly rife in\u00a0<\/span><a href=\"http:\/\/www.anglicanink.com\/article\/kenyan-church-leaders-call-ban-govt-recognition-gay-lobbying-groups\" target=\"_blank\" rel=\"noopener\">Kenya<\/a><span lang=\"EN-ZA\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.opendemocracy.net\/transformation\/morrison-rwakakamba\/ugandas-kill-gays-bill-pastor-martin-ssempa-and-antigay-lobby\" target=\"_blank\" rel=\"noopener\">Uganda<\/a><span lang=\"EN-ZA\">.<\/span><\/p>\n<p><span lang=\"EN-ZA\">While religious leaders used their influence over politicians to further their anti-LGBTI agendas, politicians used anti-gay policies and discourses to hide their failings and make their oppressive and anti-democratic methods more palatable to their deeply religious constituents. For example,<\/span><span lang=\"EN-ZA\">\u00a0Museveni&#8217;s\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2018\/09\/11\/history-violence-repeat-uganda\" target=\"_blank\" rel=\"noopener\">long<\/a><span lang=\"EN-ZA\">\u00a0and bloody clampdown on political dissent has run parallel with a sustained suppression of LGBTI rights, which helped him sustain the support of country&#8217;s prominent religious leaders and their followers.\u00a0<\/span><\/p>\n<p><span lang=\"EN-ZA\">By targeting LGBTI communities and infusing their sexuality with religious suggestions of grotesque madness and immorality, African leaders seek to deflect attention from their political failings and crimes.\u00a0<\/span><span lang=\"EN-ZA\">And, by peddling the myth that &#8220;homosexuality is a western construct&#8221;, they are trying to strengthen the belief that western actors are behind all of Africa&#8217;s problems, including<\/span>\u00a0a litany of homegrown economic disasters.<\/p>\n<h2><strong><span lang=\"EN-ZA\">Patriotism is the last refuge of a failed African politician<\/span><\/strong><\/h2>\n<p><span lang=\"EN-ZA\">African politicians often try to subdue and control peoples robbed of decent livelihoods by promoting pseudo religious and nationalistic values that give them a proud identity, meaningful communal character and comfortable assurance.\u00a0<\/span><\/p>\n<p>Communities deprived of a crucial say in important political matters by dubious and despotic governments can be tricked into a false sense of control and power when they are encouraged to name and supposedly shame individuals wrongfully adjudged to be different and immoral.<\/p>\n<p><span lang=\"EN-ZA\">It is a sick, mad and twisted political strategy, but it works. Such &#8220;us versus them&#8221; narratives, usually based on distorted readings of history, religious teachings and cultural values, allow politicians and religious leaders to manipulate and subdue desperately underprivileged masses.\u00a0<\/span><\/p>\n<p>But homophobia, and the vicious and exclusionary social dynamic that promotes it, does not belong in Africa. It is contrary to our African way of life and culture.<\/p>\n<p>It is time for Africa to embrace different sexual identities and sexual practices in a fresh, mature and progressive manner.
