House Bill 780, otherwise known as the \u201cUphold Historical Marriage Act,&#8221; says the <a href=\"http:\/\/time.com\/4732671\/neil-gorsuch-supreme-court-justice\/\" rel=\"\" data-reactid=\"236\">United States Supreme Court<\/a> &#8220;overstepped its constitutional bounds&#8221; when it negated an amendment of North Carolina&#8217;s constitution in its 2015 landmark<em data-reactid=\"239\">Obergefell v.
