{"id":7229,"date":"2017-05-15T09:32:43","date_gmt":"2017-05-15T03:47:43","guid":{"rendered":"http:\/\/pahichan.com\/?p=7229"},"modified":"2017-05-15T09:32:43","modified_gmt":"2017-05-15T03:47:43","slug":"singapore-lgbt-rally-says-no-choice-but-to-bar-outsiders","status":"publish","type":"post","link":"https:\/\/pahichan.com\/en\/singapore-lgbt-rally-says-no-choice-but-to-bar-outsiders\/","title":{"rendered":"Singapore LGBT rally says &#8216;no choice&#8217; but to bar outsiders"},"content":{"rendered":"<p class=\"story-body__introduction\">Kathmandu (Pahichan) May 15 &#8211; Singapore&#8217;s Pink Dot LGBT rights rally will only allow Singaporean citizens and permanent residents to attend this year&#8217;s event because of legal changes.<!--more--><\/p>\n<p>Organisers announced the restrictions with &#8220;profound regret&#8221;, saying they had been reminded of new rules by police in the wealthy city state.<\/p>\n<p>Previously only locals were allowed to actively &#8220;demonstrate&#8221; by holding up placards, but foreigners could nonetheless attend, Pink Dot says.<\/p>\n<p>Gay sex is illegal in Singapore.<\/p>\n<p>The Pink Dot rally has been held annually since 2009 in the country&#8217;s <a class=\"story-body__link-external\" href=\"http:\/\/eresources.nlb.gov.sg\/infopedia\/articles\/SIP_515_2005-01-25.html\">Speakers&#8217; Corner<\/a>, where demonstrations are allowed without a police permit. About 30% of Singapore&#8217;s population are neither citizens nor permanent residents.<\/p>\n<p>In a statement on Sunday, Pink Dot said that recent changes to Singapore&#8217;s Public Order Act meant that &#8220;the law no longer distinguishes between participants and observers, and regards anyone who turns up to the Speakers&#8217; Corner in support of an event to be part of an assembly&#8221;.<\/p>\n<p>The organisers said they would thus have to check identity cards at this year&#8217;s event on 1 July. Organisers said 28,000 people attended in 2015.<\/p>\n<p><a class=\"story-body__link\" href=\"http:\/\/www.bbc.com\/news\/world-asia-22088852\">Is Singapore&#8217;s stance on homosexuality changing?<\/a><\/p>\n<p><a class=\"story-body__link\" href=\"http:\/\/www.bbc.com\/news\/world-asia-29828979\">Groups condemn Singapore gay ruling<\/a><\/p>\n<p>On Saturday, Singapore police <a class=\"story-body__link-external\" href=\"https:\/\/www.facebook.com\/singaporepoliceforce\/posts\/10156220839639408\">warned<\/a> that only Singaporean citizens and permanent residents could participate in assemblies at Speakers&#8217; Corner that do not have a permit.<\/p>\n<p><a class=\"story-body__link-external\" href=\"https:\/\/www.facebook.com\/notes\/pink-dot-sg\/announcement-on-speakers-corner-restrictions-for-pink-dot-sg-2017\/10155427429743304\/\">In a statement<\/a>, the LGBT event&#8217;s organisers said they had &#8220;been honoured by the strong support from friends from around the world who have unfailingly attended our events over the years, observing as their Singaporean friends make a stand for inclusion, diversity and the freedom to love&#8221;.<\/p>\n<p>They acknowledged the new restrictions could separate couples, friends and families, adding they were &#8220;just as upset by this&#8221;.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"https:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/166F6\/production\/_96049819_gettyimages-476950510.jpg\" alt=\"Separate observation area for non-Singaporean and non-permanent resident is designated during the 'Pink Dot SG' event at Hong Lim Park on June 13, 2015 in Singapore.\" width=\"976\" height=\"549\" data-highest-encountered-width=\"624\" \/><span class=\"off-screen\">Image copyright<\/span><span class=\"story-image-copyright\">GETTY IMAGES<\/span><\/span><figcaption class=\"media-caption\"><span class=\"off-screen\">Image caption<\/span><span class=\"media-caption__text\">Foreigners and non-permanent residents could previously &#8220;observe&#8221; but not actively demonstrate<\/span><\/figcaption><\/figure>\n<p>Pink Dot warned that if non-Singaporeans or non-permanent residents insisted on attending the event, both they and the organisers could be charged and prosecuted. The BBC has contacted Singapore&#8217;s police for comment.<\/p>\n<p>Last month, Singapore&#8217;s Home Affairs and Law Minister, K Shanmugram, made a statement about the government&#8217;s tightening rules on foreigners participating in public assemblies deemed political in nature.<\/p>\n<p>&#8220;It has been the government&#8217;s longstanding position that foreigners and foreign entities should not import foreign politics into Singapore; nor should they interfere in our domestic issues, especially those of a political or controversial nature,&#8221; Mr Shanmugam <a class=\"story-body__link-external\" href=\"http:\/\/www.channelnewsasia.com\/news\/singapore\/singapore-to-block-foreigners-from-promoting-political-causes-lo-8712130\">was quoted as saying by Channel News Asia<\/a>.<\/p>\n<p>Human rights group Amnesty International <a class=\"story-body__link-external\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2017\/04\/singapore-authorities-given-broad-new-powers-to-police-protests\/\">said it was concerned <\/a>that new powers would be used to &#8220;further curtail freedom of expression and peaceful assembly in a country where government critics and activists are already heavily controlled&#8221;.<\/p>\n<p>The new rules are the latest setback for Pink Dot, after the government last year barred foreign firms from sponsoring events at Speakers&#8217; Corner without a permit.<\/p>\n<p>Google, Twitter and Facebook had been among foreign multinationals that had previously supported the event.
