Kathmandu (Pahichan) February 25 – Chairman of Blue Diamond Society Sanjeeb Gurung Pinky has received citizenship mentioning ‘Others’ (O) category under its gender section. Gurung received citizenship from District Administration Office Kathmandu. Gurung is second person to receive citizenship as per gender identity from the district.
Earlier, transgender Bhumika Shrestha had received citizenship as per gender identity. Deputy Chief District Office Ganesh Prasad Bhattarai said citizenship has been granted as per the circular of Ministry of Home Affairs, recommendation of Tokha Municipality. Earlier, Bhattarai and Administrative office Bharat Pandey refused to give citizenship as per identity stating that there are vague provisions.
She had gone to District Administration Office on Monday expecting to take the citizenship but staffs refused to give her citizenship as per the gender identity. Gurung faced a lot of hassles though country’s legal system has already ensured citizenship as per the gender identity.
Gurung asked the District Administration Office why there is dilly-dallying to provide citizenship. Though officials said they are ready to provide citizenship but they are hesitant to properly implement it saying that they are making efforts to establish a mechanism.
After Bhattarai delayed to grant citizenship, Gurung approached to Chief District Office Ram Krishna Subedi. Bhattarai, however, said they need directives to provide citizenship as per gender identity. Despite Supreme Court order, Home Ministry circular and constitutional provisions members of LGBTI are facing a lot of difficulties to get citizenship as per gender identity.
