Parties fail to embrace inclusion

Madhav Dulal/Pahichan – Manish Yadav of Saptari district was actively engaged in 10-year long Maoist insurgency. He had expected that Maoist which announced to end all forms of discrimination would also address the discrimination against homosexual, transgender and inter-sex people.

He contributed highly in the Maoist insurgency with a commitment of sacrifice. When Maoist party came into open politics and became largest party in the Parliament, Yadav came to know that the mentality of Maoist leaders remains unchanged. The successive governments formed after the initiation of peace process failed to accommodate gender and sexual minority which is a key of inclusive politics.

He knocked the door of Maoist leaders and urged them to address the issues of LGBTI community but no Maoist leader took their issue seriously. Now, he hates the Maoist leader. Transgender Reshma Lama of Kavre district echoed the same voices saying that Maoist did not take any initiations to address the issues of this community.

The same situation exits inside the CPN-UML which now has been merged with CPN (Maoist Centre) giving a berth to CPN (Maoist). Party’s district committee recommended Shilpa Chaudhary for the Proportional Representation (PR) category but party leadership betrayed her.  Now there is no representation of this community. Now, she feels embarrassed and humiliated. “I would not have to suffer badly if I had not contributed a lot for the party,” said Chaudhary.

Rastriya Prajatantra party is no exceptions. The party Chairman Kamal Thapa pledged to appoint Moinca Shahi as party’s Central Committee member and she fought the election in general convention. Now, her political career is uncertain.

Chairman of Blue Diamond Society Pinky gurung chose Naya Shakti Nepal Party. Now she is head of party’s gender and sexual minority department and she is a member of party’s Central Secretariat.  Naya Shakti appointed her as candidate under Proportional Representation category but party failed to cross the threshold.  Naya Shakti provided ticket to Aanik Rana in the local elections but she did not win the election.

Bhumima Shrestha became the General Convention representative of Nepali Congress in 12th General Convention in 2067. However, she was not selected as lawmaker in second CA elections held in 2013. With an expectation that she would get chance, she is currently active in Nepal Tarun Dal. Bhakti Shah is also active in Nepal Student Union. Shah hopes to become Central Committee of Nepal Student Union. Shah is affiliated with Nepal Press Union Lalitpur Branch. Members of this community fear insecurity as they are not in policy and decision making level.

The members of this community have just received the citizenship. The other legal and constitutional rights remain unimplemented. The article 42 of constitution clearly mentions about the proportional inclusive representation of this community but it is not implemented.

Sunil Babu Pant became lawmaker from CPN (unified) in the first Constituent Assembly who is first lawmaker in South Asia from this community. As a result, the issues of this community were incorporated in the constitution.

There is a same situation in Madhes-based parties as well. The political parties have not implemented the assurances they are giving to this community. How long will you cheat this community?
