Kathmandu (Pahichan) December 7 – Stakeholders have said that they would exert pressure to government for the implementation of provisions stated in the new constitution concerning the rights of gender and sexual minority. Stakeholders are poised to put pressure soon after the discussion of Universal Periodic Report held at UN Human Rights Council.

A workshop of non-government organizations is underway to prepare a pressure strategy. Informal Sector Service Center (INSEC) has taken a lead in preparing a pressure policy for implementing constitutional provisions through formulation of new laws.

According to INSEC Chair Subodhraj Pykaurel, a strategy will be prepared to implement recommendation made by UPR regarding the rights of all marginalized community including gender and sexual minority. Gender and sexual minority has said that it is a matter of happiness to them that their issues are incorporated in reports of NGOs . Director of Blue Diamond Society Manisha Dhakal said there is a need of united pressure to implement constitutional provisions. “We raise the human rights of all section, I am hopeful that others will support our movement,” Dhakal said.

Deputy Director Parshuram Rai said there were intensive discussions in UPR meeting about the rights of this community and they would put pressure on government to implement recommendation. He said rights of this community have been ensured in the new constitution due to the role played by Sunil Babu Pant in the first CA. “The role of Pant is high, we should go together for its implementation,” Rai said.

Transgender rights activists Bhumika Shrestha said the discussion in UPR began in 2011 and it is gradually gaining ground and becoming effective. Human Rights Council has said that new laws should reflect the constitutional provisions. It has also suggested making a mechanism to punish the person who involves in discrimination of this community.

The NGOs reports states about same sex marriage, adoption of children and new laws would address this community. The report also states that all government documents should recognize gender and sexual identity and implementation of commission that favors same-sex marriage.
