It is a compulsion of state to ensure the rights of LGBTI: Karna

Kathmandu (Pahichan) August 1 – Leader of Sadbhawana Party and lawmaker Laxman Lal Karna has said that no one can prevent the civil rights to the citizen. Karna who is an advocate said it is the responsibility to state to ensure the civil rights as it is mentioned in the constitution.

Speaking to Pahichan Radio Program, Karna said it is the compulsion of state to implement the rights of homosexual and transgender. Earlier, it was the duty of state to protect the civil rights of all people, now it is a compulsion of state implement the constitution.
He said it is natural to become homosexual and transgender and state should protect them. He said stakeholders should give priority about the formulation of laws as per the constitutional provisions.
“The civil and criminal codes which are as important as constitution are currently in Parliament,” he said adding that those stakeholders should be active to incorporate their concerns in those laws drafts.
He said legislation committee has already called on the public to give their suggestions on those two bills. The two bills were tabled in Parliament by erstwhile government led by Nepali Congress government in 2014.
