BDS draws the attention of TU over registration issue 

Kathmandu (Pahichan) March 15 – Blue Diamond Society has said that its serious attention has been drawn over the Tribhuwan University’s refusal to accept gender identity in the university system. When transgender Rukshana Kapali tried to fill registration form disclosing her gender identity, university said they would accept only biological gender identity. BDS has said that it is against the provision of article 12 of constitution and TU must accept constitutional provisions.

A team of BDS led by Chairman Pinky Gurung has told TU administration to make arrangement to fill the form on the basis of gender identity. BDS also informed TU officials about the legal and constitutional provisions, and verdict made by SC in favor of this community. After Tri-Chandra Campus denied filling registration form, BDS informed TU. Rukshana Kapali is stuyding Bachelor in Arts first year (Sociology and Linguistics) in Trichanda Multiple Campus.

She joined her +2 with this and also had a paper from her Ward Office that states Krozan Kapali and Rukshana Kapali are two names of the same person because she is a transgender person. With this paper, she used the name of her citizenship in +2 documents and everything went smooth.

With an ambition to be a linguist, she joined Tri-Chandra Multiple Campus in BA. She filled all the forms and everything was smooth. Two days ago, when she got notified that she has to fill form for TU registration, she did it.

Along with Gurung, Advocate Sujan Panta, Bhakti Shah, Sudeep Gautam drew  the attention of  Pushpa Raj Joshi, officials at TU. Joshi said as per the rule of university, it is difficult for the enrolment. Advocate Pant drew the attention that as per SC verdict, members of this community are eligible to take educational certificates as per their gender identity. “If university refused to ensure the identity of this community it will be a subject of contempt of court. I request you to pave the way,” Panta said. Gurung said TU must follow the rule of government and there should not be discrimination on the basis of gender identity.

Rights activist Bhakti Shah who leads Student Forum of this community also requested to ensure the gender identity.  Sudeep Gautam said it is TU’s responsibility to make such arrangements. Joshi assured to hold the meeting to settle this issue.
